Understanding Market Manipulation in Indonesia's Stock Market
Market manipulation refers to actions designed to artificially influence the price or trading volume of a security, misleading investors about true market conditions. In Indonesia, these concerns have prompted the introduction of enhanced regulatory measures following a market rout triggered by MSCI's announcement that it could demote Indonesia's stock exchange to "standalone" market status CNA. This followed an earlier warning from MSCI in January that a downgrade to "frontier" status was possible, while MSCI currently classifies Indonesia as an "emerging" market CNA. The market experienced its deepest two-day stock selloff since 2020 on October 16 and October 19, with the main index reaching its lowest point since 2020 CNA.
What Happened: The MSCI Trigger and Market Reaction
MSCI stated that insufficient action had been taken to arrest coordinated trading practices in the Indonesian stock market CNA. Indonesian President Prabowo Subianto told his Cabinet last week that MSCI was attempting to "intimidate" Indonesia, though he stated the country would not be afraid CNA. However, Ex-Deputy Foreign Minister Dino Patti Djalal urged the government to treat MSCI as a "neutral, independent and impartial non-governmental organization," not like the old International Monetary Fund, which had previously impacted Indonesia with a $43 billion bailout package during the 1997-1998 Asian financial crisis Jakarta Globe.
New Regulatory Measures and Oversight
On Monday, October 26, Indonesia introduced more measures against stock market manipulation CNA. The Indonesia Stock Exchange (IDX) plans to expand a committee that identifies stocks with high shareholder concentration to include independent parties, such as Indonesian academics and F Chapman Taylor, who represents foreign investors CNA. Furthermore, the IDX plans to launch investigations when coordinated trading to manipulate share prices is detected and can freeze suspicious investor accounts CNA. Previously, the IDX warned public investors of unusual market activities when a stock price moved sharply and requested an explanation from the company, which could lead to a temporary freeze CNA.
What This Means for Investors
Since MSCI's January warning, Indonesia has implemented reforms, including releasing more details on investor accounts and ownership data, increasing the minimum free-float level, and unveiling record fines against parties involved in market manipulation CNA. The IDX also announced that it would exclude stocks with high shareholding concentrations from its main Jakarta index starting on November 2, and the current list includes 80 companies CNA. Our view is that these proactive steps signal a commitment to market integrity that benefits long-term, fundamental investors, as local investors were described as "mature" and "wise" for buying stocks in companies with good fundamentals CNA.
Financial regulation and market integrity are necessary for fostering stable, trustworthy national economies.
